17. Homeless placements
Homeless placements are managed from within a homeless application or a rough sleeper form, on the Placements page.
Only placements created against homeless applications are reported as part of the H-CLIC submission.

The Placements page displays all placements that have been created against the application.
More than one concurrent placement can be created to allow for circumstances where families need to be accommodated in more than one property.
Adding a placement
When creating a new placement, the Add new placement form is displayed.

If the Placement type is set to 'Temporary accommodation’ then the Temporary accommodation group is displayed.
Search criteria can be specified to find suitable accommodation that matches the applicant's requirements.

All properties that have been Permitted use of 'Temporary accommodation' and meet the criteria are displayed.
For properties that have TA void tracking enabled only those properties that are void from the required start date are listed.
If a property does not have TA void tracking enabled then it will be displayed with 'Manual check required' in the Availability column. you will need to check if there is a vacancy at the property before commencing the tenancy.
If the TA rent accounting module has been enabled then any properties that have been setup for charges are displayed with a Charges tag.

If creating a placement in gap in a properties void history then you must enter an end date when saving the placement
When a tenancy is created the following updates are automatically performed:
- All current address for people linked to the case are updated to have an end date of the day before the tenancy starts
- A new current address is created for each person linked to the case with the details of the tenancy
- If the tenancy has been created against a void that has TA void tracking enabled then the Void end date is set to the day before the tenancy starts and the Void state is set to ‘Allocated’
When a tenancy has an End date entered against it the following updates are automatically performed:
- If the tenancy has been created against a void that has TA automatically create new voids enabled then a new Void record is created with a Void start date set to the date the tenancy ends
Tenancy charges
This section is only displayed if the TA Rent Accounting module is enabled
Select the charge template that needs to be used for this particular tenancy, if more than one template has been configured against the property.
The charges associated with the template are then displayed.
If the charge template does not allow the charges to be amended when creating a tenancy then you will be unable to make any changes and the amounts will be fixed. If the charge template does allow the amounts to be changed then you will see the following message displayed under the charges grid:
Payment Plan
When a tenancy is created the system automatically creates a Payment plan according to the charge template settings. The Payment plan details how much the tenant is expected to pay and when it is due. Payments are logged against the payment plan to determine if a tenant is in arrears or not.
Once a placement has been saved details of the payment plan are displayed:
The PAYMENT HISTORY button displays all expected payments and whether any payment has been made against them or not.
The Payment plan can be edited and customised if you wish to create a bespoke plan for a tenant.
To setup a custom plan the Customised option needs to be selected and you are then able to change the amounts and how often they will be due. Additional periods can be added if you wish to set a higher/lower amount to be due at some point in the future, or change the frequency of the payments.
Ending a placement
A placement is ended by entering an End date.
When a placement is ended it should remain in the 'Placed' State
If the property has TA void tracking and TA automatically create new voids enabled, when the placement is ended a new Void record will be created against the property to allow future placements.
Cancelling a placement
If a placement has been created inadvertently then it should have it's State set to 'Cancelled'. This placement will then not be reported as part of the H-CLIC return.
When a placement is cancelled, if the property has TA void tracking enabled, then the voids are updated to make the property available for other placements.
Duty under which placement is provided
If a placement has been created against a Homeless application then the Duty under which a placement is provided is updated automatically depending on the state of the application. The rules for this are as follows:
- If an application is moved
to the Main Duty owed state, any placements without an end date (& not
cancelled) will have the Duty under which placement is provided set to 'Main duty: Section 193(2) or
S195(A)'
- If an application is moved back to the Relief Duty owed state, any placements without an end date (& not cancelled) will have the Duty under which placement is provided set to 'Interim: pending enquiries, intentional homeless, awaiting review or appeal'
Homeless placements list
The Homeless placements option in the explorer displays a list of all the Homeless placement records in the system. This includes placements created against Homeless applications and Rough sleeper forms.
The list can be configured to show both standard and custom fields from the Homeless placement table or information related to any of the following related areas:
- Case
- Tenancy
- Tenancy property
- Tenancy void
- Landlord
- Rough sleeper
- Case
- Primary applicant
- Current address
- Previous address
- Public portal account
- Homeless (English)
- Homeless (English legacy)
- Bedroom assessment
- Housing Register
- Health assessment
- Financial assistance
- Support assessment
There are a number of special calculated fields associated with Rough sleeper records that can be added to lists. Details of these fields can be found in Appendix I - Special/calculated fields
Homeless list
The Homeless (English) list can be configured to show information related to the latest homeless placement that has been created against an application. The 'latest' placement is defined as the one that was created most recently and has the highest Placement number.
The following information can be added to the list:
- Latest homeless placement
- Latest homeless tenancy
- Latest homeless tenancy property
- Latest homeless tenancy void
