10. Homeless applications

Workflow

The Huume homeless application is pre-configured to capture all information required for the Homeless Reduction Act 2018 and the H-CLIC statutory return. To aid the processing of applications in line with the Act it also includes a standard workflow. 


The workflow diagram details the states a homeless application can move through.  

Adding a homeless application

When creating a new homeless application the Initial assessment page is displayed to capture all of the initial information about the case.

Discard changes and return back to the case


Display Homelessness Guidance notes and links to the Code of Guidance website

Existing case reference
If the homeless application is being rekeyed from another system  and has already been submitted on an H-CLIC upload from that system then this field needs to contain the reference number it was uploaded with.
If this is not done then the application will be recorded as another new case when it is uploaded in the H-CLIC 
At approach, is there a reason to believe the applicant is homeless, or threatened with homelessness
Records details of the applicants current situation
Triage outcome
Records the result of the initial triage process. Additional items can be added to this dropdown and used to suggest either the Advice only or Not required/created in error states
Is the applicant eligible for assistance
The answer will determine what other data needs to be entered
Initial assessment decision
Captures the initial formal assessment of the applicants situation and determines the next workflow state

Homeless application logic

The Homeless application form contains a large number of rules to ensure data is entered correctly and the application is in the correct state.
Some of the key logic rules to be aware of that affect the acceptance of an application are:
  1. Initial assessment decision - This group is displayed if Is the applicant eligible for assistance is set to 'Yes'
  2. Initial circumstances - This group is displayed if At approach, is there a reason to believe the applicant is homeless, or threatened with homelessness is set to 'Currently homeless' or 'Threatened with homeless within 56 days'
Both of the above groups need to visible and the fields completed to be able to accept a homeless application.

When to use Closed?

It is important to only set an application to the Closed state when it is appropriate. Applications that are Closed are reported as part of the H-CLIC quarterly return.

The allowed reasons for closing an application are as follows:
  1. Withdrew application
  2. Applicant deceased
  3. Contact lost
If an application needs to be closed prior to an Initial assessment decision being made then Advice only or Not required/Created in error should be used.

If an application has progressed further through the workflow and needs to be closed for a reason other than those listed above then one of the following states should be used to close it down:
  1. Prevention duty ended
  2. Prevention duty discharged
  3. Relief duty ended
  4. Relief duty discharged
  5. Main duty discharged

Prevention

Displays all information related to the Prevention Duty stage. In order to move a case through the workflow the Ending prevention duty section needs to be completed.

Relief duty

Displays all information related to the Relief Duty stage. In order to move a case through the workflow the Ending relief duty section needs to be completed.

Homeless (English) list

Lists containing Homeless information can be created either via the Cases list or the dedicated Homeless (English) list under the Applications menu item.

The list can be configured to show both standard and custom fields from the Homeless (English) table or information related to any of the following related areas:
  1. Case
  2. Primary applicant
  3. Current address
  4. Previous address
  5. Public portal account
  6. Housing Register
  7. Homeless (English legacy)
  8. Bedroom assessment
  9. Financial assistance
  10. Health assessment
  11. Rough sleeper
  12. Support assessment
  13. Latest homeless placement
  14. Latest homeless tenancy
  15. Latest homeless tenancy property
  16. Latest homeless tenancy void
